3.1. Impact on the poor

The cost for the poor is particularly high, as this group tends to be most affected by the sector-specific problems described above (information asymmetry, lack of alternatives in rural areas, illegal fees representing a higher share of income). As the following figure shows, the poor are affected most frequently by petty corruption in the health sector.
