Health sector actors
Introduction
As mentioned in Lesson 1, the variety of actors involved in health sector activities can create conditions that lead to corruption. These actors often have different levels of involvement when it comes to money, authority and decision-making power, and the relationships between actors is often opaque.
Additional health sector characteristics and processes further encourage corruption, such as: Patient confidentiality, effectiveness of treatments, cost verification and pharmaceutical research results. Before addressing the processes and interactions at risk of being corrupted, this section will provide a basic understanding of the sector’s actors.
