In this stage, corrupt practices and risks are outlined. Corruption risk mitigation measures are prioritized and built into programs and projects, and UNDP and its partners formulate shared approached to handling corruption risks. Civil society might be consulted for assistance due to their local expertise.
During the implementation phase three elements of corruption risk management are addressed:
1) establishment of institutional linkages with state institutions.
2) active risk monitoring/management.
3) civil society and community monitoring of programme implementation.
