The active participation of users (or their representatives) on water provider utility boards and water works construction and rehabilitation projects is an effective way to curb corruption. However, regular elections and frequent reporting to constituencies is essential to ensure all users are represented. In many countries, the process of transferring the management of irrigation systems to water users’ associations has only been partly successful, because users in most countries only manage tertiary blocks, and do not have much say in the management of secondary canals and the main system.
