The matrix below should NOT be considered a comprehensive benchmarking system to be used literally, but rather for guidance, with practical examples for the development of benchmarking and assessments. These assessments will have to be tailored to the individual ACA being assessed, through the following:

The matrix is divided into two parts. The first involves a general assessment of an ACA’s capacities at the organizational level; these capacities are relevant for the performance of all functions and pertain to the good structuring of the organization. The second part relates to capacities needed to perform specific anti-corruption functions.
