The institution should also have the capacity for knowledge management, such as by drawing upon findings from the investigation division to determine strategic interventions by the prevention division (and vice-versa). A series of complaints in one government department handled by the investigation division may prompt the prevention division to undertake a system review. Or an institutional audit may lead to the discovery of facts that require further investigation. When an ACA’s operational divisions mutually reinforce each other, the ACA will be strongest. Furthermore, internal and external communication is crucial to create a culture of information-sharing within the organization and with partners.
