Context matters (UNDP, 2011e)

Although corruption is clearly linked to a number of factors—such as power dynamics or a country’s political context—the drivers and conditions for change are frequently overlooked in the literature. Drivers and pre-conditions for change should therefore be investigated within the context of anti-corruption initiatives taking place. Contextual information might include:

  • national, historic and political context regarding corruption.
  • water system specifics.
  • governance systems, including legislative and regulatory frameworks, the functionality of court systems and enforcement mechanisms, norms and customs, and financial flows.
  • the level of press freedom and journalist ethics, and the overall role of the media.
  • analysis of each risk and the power dynamics, values and cultural practices that are embedded in individual and group attitudes towards risks areas and corruption.
  • political will.
