Background

Ethiopia’s water sector is characterized by complex institutional arrangements, financed by a variety of channels and sources of funds. The Ethiopian government estimates that annual investments in the period 2006 to 2015 will reach US$100 million per year, based on funding commitments made by donors and the government. 

According to Transparency International’s corruption perception index for 2013, Ethiopia ranks 111th out of 175 countries surveyed. And the 2012 World Bank study on corruption diagnosis in Ethiopia shows that corruption is prevalent in the Ethiopian water sector. Therefore, such investments require a high level of transparency and accountability in order to yield the desired outcome. 

The main objective of this project was to develop a risk reduction plan to be applied by the Ministry of Water, Irrigation and Energy as well as regional and district level water bureaus.
