Summary of the project 

In March 2012, the Salvadoran Government presented the General Water Act bill to Congress, setting forth an institutional plan to transform water management. As the bill is discussed, additional proposals have been incorporated by civil society, and the discussion inside and outside of Congress has been productive and participatory. 

To facilitate decision-making at a national level, local level anti-corruption policies created in coordination with government entities can provide a model of feasibility and efficiency. Through the creation of an integral water management model, residents have learned to demand accountability from local authorities and national institutions. Eventually, this should be scaled to a national level.

Through these efforts, water management has been improved in areas of sustainability, participation, governability and coordination among multi-layer actors, making the project a model of accountability and transparency.
