Corruption in the water sector
There are a number of reasons why W&S services are prone to corruption and cause grave concern for stakeholders. Many of the sector’s fundamental characteristics—low institutional capacity, low wages, dysfunctional institutions, and large-scale procurement—mimic those of other public service sectors. But the W&S sector is also part of the construction sector, globally considered to be the most corrupt of all sectors (see Additional Readings).
