Social audits and community monitoring

Social audits and community monitoring are forms of citizen participation that focus on government performance and accountability. The central objective of each measure is to monitor, track, analyze, and evaluate government performance, thus making public officials accountable for their actions and decisions.

WaterAid works with community monitoring in sanitation projects in 15 regions in six countries, including in the Kawempe Division in Kampala, Uganda. In partnership with a local NGO, the Community Integrated Development Initiative (CIDI), WaterAid implemented the Citizens’ Action Project, helping water users to collect information regarding the expenditure of funds, performance and cases of bribery, and present the results to the water providers and the wider public.

CIDI has provided community capacity building and facilitated meetings between people in slums and service providers. The initiative also executed an inventory of houses with and without access to sanitation. The information gathered in the inventory and the monitoring of construction projects proved effective tools to enhance service provision.
