Integrity Pacts to monitor public procurement in the water sector (UNDP, 2014)    

Transparency International has supported the implementation of Integrity Pacts in several countries to monitor public procurement, including in the water sector. In Pakistan, Transparency International worked with Karachi Water and Sewerage Board (KWSB) to apply an Integrity Pact for the Greater Karachi K-III project. The Pact was signed by all consultants bidding for the first phase of K-III, which was the tender process for the selection of consultants for design and supervision of the project. The implementation of the Pact was closely monitored, and KWSB ultimately awarded the consultancy contract to the best evaluated bidder for approximately US$1 million—in sharp contrast to the initial estimate of approximately US$ 4 million. The K-III project was completed ahead of schedule at a total cost of US$99 million, well below the initial US$109 million estimate.  

The success of an Integrity Pact depends on the political will and commitment of government officials. It is also dependent on the availability of technical experts who can monitor the procurement and contracting process, and their timely access to reliable information.
