Integrity promotion requires a number of different capacities, for instance the capacity to translate sometimes difficult technical concepts into an accessible form, effective communication, training skills and public relations/mass communication competencies. Partial outsourcing may be useful, depending on the scenario. In practice, this function requires cooperation with civil society organizations.
For the organization of highly specialized awareness raising campaigns, the use of external entities (i.e. outsourcing) can be helpful. But the ACA should play a key role in defining the campaign message, target groups, communication means and models and campaign tools, avoiding approaches that increase the perception of corruption in society and those that don’t contribute to integrity or strengthen anti-corruption responses.
