Surveillance

Surveillance involves monitoring individuals and activities associated with the investigation.  Surveillance is an expensive and intrusive technique that will need to be assessed against other potential sources of intelligence or evidence as to its value and importance. Surveillance will, depending on the legal context, need justification and authority for initiation, and full recording on implementation. Surveillance of people involves static and mobile surveillance, both of which will require sufficient resources.

For activities like bank account monitoring, staff will need to use intrusive surveillance (bugging or tracking devices) or telephone and email intercepts and monitoring, requiring specialist access and equipment. All surveillance work normally requires specialist staff.
