Applying the Capacity Assessment Methodology to Anti-corruption Agencies
The Organizational level
In considering the ACAs’ capacities, the individual level (which refers to the skills, experience and knowledge that are vested in people and reflected in the staff) is extremely important, due to the high level of expertise required by many of the common anti-corruption functions. Capacity development efforts at the individual level must assess the capacities that are necessary and appropriate for fulfilling the particular anti-corruption functions in their mandate. All training should be provided based on the needs of the organization, with proper incentives in place to encourage application of the knowledge and skills, and a performance-based measurement system in the mid-term.
