Promoting Accountability and Transparency in the Water Sector

Ethiopia
Case study 2

Key outcomes of the initiative

  1. The study’s draft report was presented to all concerned stakeholders, including relevant federal institutions and regional institutions in the four regions covered by the study. The stakeholders have agreed on the key findings of the report and on necessary corrections. After the completion of the report, the Federal Ethics and Anti-Corruption Commission (FEACC) will draft the risk reduction plan, communicate it to all relevant stakeholders, and follow up on the implementation of the plan in the coming six months. The stakeholders are expected to prepare their respective plans and to implement them accordingly.
  2. In endorsing the recommendations, the government took concerted steps to up-scale the fight against corruption in the water sector. For example, 15 officials in the Oromia Water Works and Construction Enterprise were taken to court after the commission assessed the challenges of corruption in the region for this study purpose. At present, all regional governments are in a strict follow-up program with the support of Regional Ethics and Anti-Corruption Commissions. Moreover, as recommended by the Commission, the House of Peoples’ Representatives assumed oversight responsibilities of corruption and bad governance.
