Transparency | existence and clarity of written rules and regulations defining transactions. | low = non-existent; medium = existent but unclear; high = fully comprehensive. |
Accountability | actors are holding each other responsible for their transactions. | low = non existent; medium = existent but not enforced; high = enforced by applied sanctions, incentives, anticorruption measures. |
Participation (external accountability) | Third parties can verify rules and control mechanism between actors and can complain and influence decisions. | low = no access to written information; medium = access to written information; high = parties able to redress failures in rules and control mechanism. |
