Definitions and scoring levels* used in assessing integrity of relationship between actors (WIN, 2011a; Bellaubi and Visscher, 2010)


Transparency existence and clarity of written rules and regulations defining transactions. low = non-existent; medium = existent but unclear; high = fully comprehensive.
Accountability actors are holding each other responsible for their transactions. low = non existent; medium = existent but not enforced; high = enforced by applied sanctions, incentives, anticorruption measures.
Participation (external accountability) Third parties can verify rules and control mechanism between actors and can complain and influence decisions. low = no access to written information; medium = access to written information; high = parties able to redress failures in rules and control mechanism.
