To carry out policy evaluation, ACAs should collect and process information from various sources, including analyses of agencies like the prosecutor’s office, information on new measures introduced and perception and experience surveys. This will help to show if anti-corruption policies have achieved certain results. In addition to having general knowledge of institutions and processes, researchers should be competent in applying (reading/understanding) specific evaluation methodologies and corruption surveys.
In order to be meaningful, the evaluation needs to be impartial and objective. If carried out by an ACA, the agency should be recognized for its independence and impartiality. At a minimum, independent and impartial stakeholders should play a role in validating the findings. Thus, extensive coordination is also required when performing policy evaluation.
