KAA: Structure of the Agency 

Assessment 

The major problem with the agency’s structure is that the Legislation and Education unit falls under the Investigation Department. Because awareness raising, education and legislation review are key corruption prevention functions, they should be placed under the Prevention Department. The current arrangement stems from the fact that the Ministry of Public Administration imposes limitations on the number of people working in a department/unit and on the total number of staff allocated to the KAA. But the solution creates a problem for both internal and external coordination. It may in fact cause a number of potential conflicts within the organization and in its relations with stakeholders. Certain public servants could feel threatened when approached by the Investigative Department of the Agency, even if they’re really being approached by the Education Unit.
