KAA: Conflict of Interests
Recently, the KAA has been preparing and distributing leaflets among public servants. While this awareness raising is a good start, the actual challenge is not to “inform” public servants of an issue, but rather to equip public servants with tools to resolve conflicts as they appear. It should work to build capacity to recognize conflicts of interest, manage them properly (identify the specific norm/CoI management strategy and apply it subsequently) and give convincing explanations as to why a particular CoI management strategy was chosen.
The assessment mission has not identified evidence of these components/abilities in the agency, or that they have ever been seriously considered. Therefore, this particular capacity is not sufficiently developed.
