CIAA Nepal

After the First Peoples Movement, the Constitution of Nepal of 1990 replaced the CPAA with the Commission for Investigation of Abuse of Authority (CIAA), which brought the power of investigation and prosecution in corruption cases. The early years of CIAA were marked by weak anti-graft legal provisions, weak management and poor leadership. Corruption was rampant from the top to the bottom of the bureaucratic ladder, eventually creating pressure on government to enact progressive laws in 2002. The principal anti-corruption laws enacted in that year were:

With these powers, the CIAA became more effective and produced commendable results, leading to a remarkable increase in the number of complaints and prosecutions after new laws were enacted in 2002.
